Mabini Bohol PNP Chief, a Proud BISU Clarin Alum: “Start Chasing Those Dreams”

“You’re all sitting here as graduates because…you have challenged yourself and you have proved your worth.”
This is the message of Police Captain Carljobel P. Lofranco, chief of police of the municipality of Mabini, province of Bohol in his recognition address to the candidates for graduation of Bohol Island State University Clarin Campus.
“Do not be afraid to dream big and chase after those dreams. Today is a perfect day to start chasing your dreams,” said Lofranco, a licensed teacher and a graduate of Bachelor in Elementary Education from BISU Clarin.
After graduating and passing the Licensure Examination for Teachers back in 2013, Lofranco joined the Bureau of Jail Management and Penology (BJMP) and graduated Top 1 in the Jail Basic Recruit Course in 2014. His pursuit of excellence led him to the Philippine National Police Academy, where he was a consistent top performer and graduated as Top 2 of the prestigious Hinirang Class of 2021, earning a Bachelor of Science in Public Safety. He then pursued his graduate studies at Ateneo de Manila University – School of Government, where he earned his Master’s in Public Management in 2023.
His career saw him become Jail Officer 1 at the Cebu City Jail, Platoon Leader in the Provincial Mobile Force Company stationed in Ubay and Inabanga, and as Chief of Police in the municipalities of Catigbian, Tubigon, and Getafe, before assuming his current post.
Lofranco shared to the candidates how “life is all about taking risks,” that success cannot be had without them.
He then thanked BISU Clarin for his quality education and for molding him into what he is today.
